Phase I - June 2007 to December 2007 (completed as planned)
- Training of all the staff and teacher-trainees at the National Institute of Education (NIE). NIE is in charge of training all pre-service teachers for upper secondary schools. During this 4-month period the OSP has trained all its educators (120) and teacher-trainees (550) to the use of Khmer language computer applications for productivity (word processing, spreadsheets, Internet, e-mail, etc.). ICT teacher-trainees have also been trained on computer maintenance and networking, and on Linux administration. They have also participated in the training of their colleagues and other students, in order to receive the necessary experience on teaching the use of ICT in Khmer.
- Training of all the ICT Master Trainers of the Teacher Training Department. All the ICT Master Trainers from the 18 Provincial Teacher Training Colleges (for training of primary school teachers) and the 6 Regional Teacher Training Centers (for lower secondary school teachers) have been trained to the use of Khmer language computer applications for productivity (word processing, sprepadsheets, Internet, e-mail, etc.) and to computer maintenance and networking (60 students).
- Training of upper secondary school ICT teachers.Teachers from all upper secondary schools in Cambodia that have computers for pedagogical (270 teachers in 70 schools)use have been trained to to the use of Khmer language computer applications for productivity (word processing, sprepadsheets, Internet, e-mail, etc.) and to computer maintenance and networking (50 students).
- Development and printing of a text book for ICT education in upper secondary schools and teacher training centers. A specific textbook covering productivity tools, internet, e-mail and some specific tools for school use has been. 8,000 copies of the book are printed and distributed to teacher training centers and schools.
- Development of a proposal to develop a Master Plan and an Action Plan for ICT in Education. The proposal -aiming at improving the quality of Education through the use of ICT- includes all the work that will take place during Phase II of this program, including research on technology and on curricula development, development of training materials and preliminary training of teachers. The Master Plan will deploy to all of Cambodia (in Phase III) the results obtained during Phase II.
- Prepare three 30-computer training rooms at the National Institute of Education. Through new installations and refurbishing, the Open Schools Program has put into operation three training rooms that are now being used to train all NIE students, Teacher Training Department Master Trainers and High School ICT teachers. A larger 60 low-consumption-computer room will be added to the pool dring Phase II.
- Development of a 20-hour training course on Maintenance and Networking The isolation and lack of financial resources in schools makes a requirement for teachers to be able to maintain their own computer rooms. This course, which offers sufficient knowledge for first level maintenance of computers, has been completed and already offered to over 300 teachers. It will be used for the training of new upper secondary school teachers in the 2007-2008 academic year.
Phase II - December 2007 to September 2008
- Draft a Master Plan for ICT in Education, which will include specific objectives for the deployment of ICT in Cambodia’s education system. The Plan will cover a spam of five to seven years.
- Draft an Action Plan for ICT in Education that specifies who the Master Plan will be implemented. The Action Plan will define all the details of how the objectives of the Master Plan will be attained, including specific actions, actors and resources, providing an estimate budget for the implementation of the Master Plan.
- Prepare an Assessment of the present use of ICT in the education sector in Cambodia.
- Test and propose technologies for their deployment in the Master Plan (software, hardware, connectivity, energy). Creation of a low cost computing lab for education.
- Research on the necessary training for teachers and students, and prepare the required curricula and preliminary training materials for teaching and learning ICT and for using ICT for the delivery of education, either by the simple use of multimedia or through more complex Open and Distance Learning systems which permit self-study through ICT.
- Prepare local language Open and Distance Learning software and know-how that will the base of Open and Distance Learning deployment in Cambodia.
- Prepare the training materials that will be needed to teach ICT in the 2008-2009 academic year.
- Prepare pre-service upper secondary school ICT teachers to teach the new curriculum. Train in-service teachers in teacher training centers, public universities, and upper secondary schools that have computers to the teaching of the new curriculum.
- Run two pilot projects to teach two specific subjects in high school, one using Multimedia and another one using Open and Distance Learning software and teaching techniques.
- Research available content for secondary education in other countries, and study their adaptability for Cambodia.
- Define the requirements for ICT-based school management, identify adequate software, translate it to Khmer and run one or two pilot tests. Prepare a rough draft of the procedures and manual for ICT-based school administration.
- Monitoring and Evaluation. Quality standards and certification.
Phase III - September 2008 to July 2012 - Execution of the Master and Action Plans for ICT in Education.
- Deploy Technology, including computer labs, Multimedia rooms, computers for school administration and any other connectivity and electricity-related technologies that support the above. For this deployment, the plan will have to look at prerequisites for deployment, preparation, deployment itself and maintenance.
- Undertake training of teachers and school ICT technology officers. This includes the preparation of ICT teachers, and the training of other teachers to be able to use ICT to deliver education.
- Develop multimedia training materials to be delivered by teachers, as well as Open and Distance Learning (ODL) materials to either be used by students or through blended learning techniques that combine self-learning with face-to-face teacher support.
- Deploy the above mentioned Multimedia and ODL materials.
- Deployment of ICT-based school administration.
- Develop the necessary structures inside MoEYS.
- Integration of ICT in the official curricula for uppers secondary schools, teacher training centers and public tertiary education institutions.
- Monitoring and evaluation.
